[Clas12_rich] RICH cooling, interlocks and assembly structure

What I have presented are only the cooling circuit interlocks for the 
power supplies.

But yes, other interlocks, such as temperatures inside the enclosure, 
exhaust air temperature, electronics component temps, PS channel current 
limits, etc. must also be addressed. Those would be for the electronics 
package designers and engineers to determine.

As for choosing interlock set points, we can choose initial cooling flow 
and pressure limits and perform tests to check their validity. We do not 
want to choose too strict of limits that cause the power supplies to 
trip off unnecessarily. But, we also want to insure the limits prevent 
any issues due to excessive temperatures. It's a balancing act of sorts.
