[Clas12_rich] Location for RICH electronics cooling system

Hi Tyler,

I looked at the space available in the Hall and we have reserved the top 
level of the forward carriage for the RICH electronics cooling 
compressors and tank.  Please go to the Hall and tell Doug Tilles that 
you will be on the forward carriage looking at the space.

There is currently a brown tank on the top level that will be removed; 
the air compressors can be located there.  The RICH tank can go on the 
beam right side.  The height of the tank was not specified in the 
drawing, so make sure that it does not interfere with the crane.
