[Clas12_rich] Date RICH air cooling system is needed

Dear Tyler,
the latest schedule of the assembling was presented at the readiness 
review. In March 2017 we plan to start the commissioning without beam
(cosmic runs) of the elecrtonic panel + its services. In July 2017 we
plan to insert the electronic panel inside the RICH module before
moving to the Hall.

In order to achieve this goal, we plan to work on the assembling
of the services plus interlocks already before the end of this year
and to perform the cooling tests between January and February 2017.
In parallel we plan to work on the DAQ system and software, in
order to have a complete working system by March.

This scheme has some flexibility and should be updated taking into
account various constraints given by procurement of the service
parts, time to set-up the interlocks and route the services in
the EEL room, delivery of the RICH electronics.... But the main
idea is: reserve time for test the cooling (before March 2017)
in order to ensure few months for safe cosmic runs (starting in
March).
