[Clas12_software] Clara new release

Dear All,

this e-mail is to announce the release of the Clara-2.1.3.
In addition to several bug fixes, 2.1.3 offers the new graphical user interface for designing,deploying and running service based physics data processing applications. 
This release does not include Clara C++ implementation (we are in the process of testing it). We hope that the Clara C++ will be added to the release within a week.
