[Clas12_software] simulating inefficiencies

Folks;

In the minutes, I said that the plan to 'kill' areas of
the detector with a gemc post-processor was a good one.

However, for wires that are only partially dead or were
only dead for part of the run period it is important
that GPP be applied to BOTH the simulated and real data.
