[Clas12_software] calibration database

Hi all,

I have made some modifications to the code to make it easy to read calibration constants 
from the database and index them according to agreed upon scheme, I have updated the 
documentation on how to read the tables and how to access constants: here is the link:

Also, I separated translation table definitions from the event decoder, so now it is not a black box where
everything was done at once, but rather step by step process, which makes it easier to debug for each individual
detector, the tables can be used now all at once, or for one individual detector, this will eliminate any problems
associated with using the same crate numbers for different detectors. the documentation is under the same page
for calibration constants.

Give it a try and let me know if this is what we wanted to have.
