[Clas12_software] ced Version 0.97.11

Version 0.97.11 is available at the usual place:

https://userweb.jlab.org/~heddle/ced/builds/

The only change is that the Party of the Conservatives has beaten me into
restoring wire and slab culling (in the standard two-sector slice views)
 when they don't intersect the constant phi projection plane.

So on startup it looks like:

while if you slide the phi-slider to its maximum (25 deg):
