[Clas12_software] ced v 0.99.999.47

Colleagues,

This is a release of *ced* that is compatible with coatjava/hipo 5. It is
*not* compatible with coatjava/hipo 4, and coatjava/hipo 3 is right out of
the question.

That is, backwards compatibility was NOT maintained, so those old hipo
files, as far as *ced* is concerned, are worth about as much as a
head-of-state tweet.

If you need to look at those files, set aside your current version of *ced*
before installing the new.

Also (Latifa): Previous and GoTo for hipo files works in this release.
