[Clas12_software] problems with reconstruction of clara 4a.8.3

Hi Vardan,
I’m strongly against keeping backward compatibility. Because we do not intend
to further develop the previous version. I think we should move forward from this
point on.
The RAW data is in EVIO, so the translation and decoding can always be
redone with the new HIPO-3.0, we do not lose anything.
