[Clas12_software] CTOF paddle numbering fix

Colleagues,

ced 0.99.996 fixes the CTOF paddling numbering bug. It now numbers
according to this algorithm:

If you are upstream from CLAS12, facing the direction of the oncoming beam,
and bent at 45 degrees (or is it -45?) your spleen points in the direction
of paddle number 1. Looking in a mirror back at CLAS, the right hand rule
(but you must use your left hand) will result in your fingers curling in
the direction of increasing paddle number (mod 12).

This seems to work.
