[Clas12_software] CTOF fix in ced

Colleagues,

*ced* has some bug fixes (that I can't remember) and a modification of the
CTOF numbering and geometry. (The numbering and geometry for detector
packages changes on a fairly regular schedule, but at a different frequency
than changes to HIPO banks, field maps, and code management systems. There
is a projected alignment to occur on Feb 12, 2021)
