[Clas12_software] Clas12 maven repository

Hi,
Actually, common-tools (clas-jscg is part of it) are there. They are in 
uber jar file (coat-libs) here:
http://clasweb.jlab.org/clas12maven/org/jlab/coat/coat-libs/

I think a month ago version changed from 3.0 and 4.0, so many packages 
that reliled on maven to update their coat-lib distribution needed to 
change their pom file from 3.0 to 4.0, e.g.

       <dependency>
         <groupId>org.jlab.coat</groupId>
         <artifactId>coat-libs</artifactId>
<version>4.0-SNAPSHOT</version>
          <type>jar</type>
       </dependency>

But I do not mean that all packages are up-to-date, have not checked it.
