[Clas12_software] HIPO file format specification

Dear Gagik,

Could you please document the full hipo-file format specification?

This would include a complete description of the file header and record 
header byte structures and their corresponding meanings. This 
documentation should allow an independent hipo-file reader/writer to be 
developed.

As the collaboration begins to analyze data in earnest, having this 
information publicly documented and available is very important.
Please let me know if you have any questions.
