[Clas12_software] New coatjava production release

As announced at yesterday software meeting, a new coatjava production release, 6.3.1, is now available.

This release is the recommended coatjava version for simulation and real data processing. Common installation is available in /group/clas12/packages for usage on the Jlab cluster and the CLARA install script has been updated to use this version as default.
The coatjava configuration parameter documentation, accessible from the reconstruction tab of the centralized software wiki at https://clasweb.jlab.org/wiki/index.php/CLAS12_Software_Center, was also updated.
