[Clas12_software] [EXTERNAL] ced event filters

Dear Colleagues,

*ced* has had the ability to use event filtering for some time. However,
the only filtering implemented was on trigger bits. I didn’t implement any
other filters, because I lack the creativity to devise them. But recently I
had a request to filter on bank size, where by bank size what is meant is
the *number of rows in each column of the bank*.

This has been implemented in ced.1.4.70.

The obvious use of this filter is to skip events that do not have any data
in one or more banks.
