[Clas12_software] OSG CLAS12 Simulations Ready

Hi all,

Issues have been resolved and the CLAS12 OSG Portal<https://gemc.jlab.org/web_interface/index.php> is now open for submissions, with these updates:

- RGA Spring 2019 background data now is available.

- MC-GEN 1.9:
  - clasdis version 1.3
  - jpsigen version 0.03
