[Clas12_software] [EXTERNAL] Updates to RF in CCDB

These gcards/yamls use new CCDB variations for each data set, e.g. rga_fall2018_mc, rgb_spring2019_mc, … 

Tomorrow, Wednesday, August 30, at 11 am EDT, we will do a last update of the value of the RF period in these CCDB variations loading the correct values for each data set.

We will send a notification when done. Simulations using old gacrds and yamls, previously distributed with gemc, will not be affected.
