[Clas12_software] [EXTERNAL] ced 1.5.3

Dear Colleagues,

ced1.5.3 has bux fixes. The biggest being that it doesn't crash and burn if
it gets unexpected data (like negative layers-- those are rarely a
good sign-- I am guessing they are used for debugging) in certain recon
banks.
