[Clas12_software] gemc 5.4

Hi all,

5.4 has been released<https://github.com/gemc/clas12Tags/releases> and installed on the farm.

To use, after module load clas12:

module switch gemc/5.4

Most notable changes:

- standardized fadc time (this also fixes a wrong timing information for 5.3)
- read RF parameters from CCDB
- updated RICH geometry
