[Clas12_software] OSG portal new features

Dear all,

The OSG development portal<https://gemc.jlab.org/test/web_interface/index.php> has been tested for these new features:

- new experiment configurations and coatjava releases, including coatjava 10.0.9 for RG-C simulations and 10.1.1 for new FD-tracking studies
- choosing an experiment configuration will now result in displaying only the corresponding available software releases.

The  production OSG portal will switch to the new system this Thursday August 15.
