[Clas12_software] OSG generators update

Dear all:

The clas12-mcgen<https://github.com/JeffersonLab/clas12-mcgen> default tag choice on the OSG Clas12 Simulation Portal<https://gemc.jlab.org/web_interface/index.php> is now 3.16.
It finalizes the GIBUU generator.
