[Clas12_software] OSG jobs not displaying correctly on the portal

Hello all,

The number of running jobs, and the ‘Not Submitted’ jobs, are not currently displayed correctly on the portal:

- running jobs are 8581 at the moment, not 275 as displayed on the portal
- we have 28 Not submitted jobs instead of 3 displayed on the portal

I will work on fixing this discrepancy on the reported jobs on the portal.

We have between 10K and 20K jobs completion per day but the queue is quite large.
Many submissions are 20K jobs so it may take at least a day for just one job to go through.
