[Clas12_software] OSG status update

Hi all,

A quick status update.

Last week we temporarily lost all dedicated CLAS12 resources. They began returning yesterday, so job flow is improving. CNAF is the exception for now while an OSG ticket is still in progress.

On the positive side, the bug responsible for jobs vanishing from the portal has been fixed. That one should no longer keep us guessing what happened to the jobs.

We still have a couple of active issues contributing to higher-than-normal failure rates:

- Architecture mismatches at a few sites following our move to the AlmaLinux 9 container
- Pelican transfer problems: some we can work around, others are out of our control and may be pestering us for a while
