[Clas12_software] OSG generators update: 5.18

The clas12-mcgen<https://github.com/JeffersonLab/clas12-mcgen> default tag choice on the OSG Clas12 Simulation Portal<https://gemc.jlab.org/web_interface/index.php> is now 3.18.


Updates (since 3.16):



  *   update to twopeg/v1.2
  *   fix(gibuu): typo in root.patch and cmake v4 support
