[Clas12_software] Update on Job Submission Limits

Dear all,

Please note that the submission portal now has a limit of 80,000 concurrent jobs on the OSG.

You can continue submitting jobs as usual. However, any jobs exceeding this limit will remain in the "Not Submitted" status until the queue is below the threshold.
