[Clas12_software] [EXTERNAL] ced bug fix

ced was displaying DC segments in the wrong sector. I hate when that
happens. The culprit: the coordinates in the segment banks were in sector
coordinates but ced was interpreting them in lab coordinates. Ignoring the
comments in the hipo4 JSON files is rarely a good long term strategy.

Also, someone* reported that some of the views in ced were very small on
startup. I could not reproduce that on MacOS, Windows, Linux, or CP/M.
Still I tried implementing a guardrail. Then today Rafffaella reminded me
of a ced "feature" that can cause weeping and gnashing of teeth. It is the
"save configuration" feature that saves the way the views are laid out. If
that file gets corrupted, perhaps by stray cosmic rays, bad things can
happen. When views don't come up as you expect, use the "Delete View
Configuration" (with extreme prejudice) menu selection, then restart. That
might fix the problem.
