[Clas12_verystrange] dates for proposal

As we discussed at today's meeting I checked time frames we are looking at.
PAC 39 will happen the week of June 18. Proposal submission deadline is 
May 4.
Next collaboration meeting dates are February 22-25.
I checked with Ken Hicks when we need to provide materials for 
Collaboration review. Given this time frame when collaboration meeting 
is relatively far ahead of the submission deadline we agreed that  we 
should have a presentation at the collaboration meeting while the review 
of the proposal will likely happen after that. Still would be good to 
have some draft by the time of collaboration meeting. Ken will reserve a 
slot for our presentation.
