[Clas12_verystrange] new version of the proposal

Hi, Strangers,

With the help of Puneet, I have implemented most of the recommendation  
from Keith (and some from Marco). It is still a work in progress. I  
did not improvement Veronique provided, but I assume she can merge it  
soon.

Basically, I reorganized the contents a bit so it's more structured. I  
followed mostly Keith's suggestion which I think made a lot of sense.  
I also deleted the summary part. One I'm not certain is the majority  
of the trigger description has been commented out (by whom?). In any  
case, the trigger part has also been moved to the new "Specialized  
detector component" section. I added new file (xiEX.tex) describing  
some result of the Xi(*) simulation results from Derek and Michael.

What's is left is some new plots  we are hoping to get. The sigma_t 
(Egamma) for Omega^- should be added, and Michal's "beta vs p" plots  
should also be added, addressing the kaon identification question  
raised by Marco. We migh tnot have enough time to add the dsigma/dcos  
for Xi from simulation. But we can certainly state that it will be  
available well before PAC meeting.

I will provide a draft response tomorrow when we more or less have a  
finalized version, and will circulate it before I send it out -- which  
has to be on Thursday, since the deadline for PAC submission is Friday.
