[Clas12_verystrange] new proposal ready and response to the committee comments

Hi, All,

I have updated the proposal. The reference to untagged photons are  
removed and explained. Files that are changed are Triggers.tex,   
experiment.tex,  omegaEx.tex  and Strangest_01.pdf

I also put together the response to the committee comments. You need  
to update via svn and obtain the file  ResponseToCommitteeComments.pdf

Please let me know if you have any suggestions and would like to make  
changes.

If there is no problem, we should send it out either tomorrow of  
Wednesday to allow sufficient time for the committee and Ken for the  
PAC.
