[Clas12_verystrange] RF correction

Hi,

I changed the timing difference between beam buckets from 4.0 to 4.008 and 
the results are a lot more like what Achyut was seeing and the offsets 
make a lot more sense :)

I have a plot of

fmod(ftTime - rfTime + 2.0, 4.008)-2.0

The fit is a guassian and first degree polynomial.

The center is at 76.27(4) ps and the standard deviation is at 150.51(5) 
ps.
