[Clas_cascades] Updated Note

Hi,

I updated the analysis note with the final overall uncertainty plots and 
table 3.  I also checked that the low data pts were removed from the 
plots and they are removed.  Kijun's low point is about 4.4 GeV and mine 
is about 5.1 GeV.  I posted the updated version on the wiki:
