[Clas_members] LOI on Omega baryon for PAC35

Dear collaborators,

We are planning to submit LOI on Omega baryon photoproduction by real 
and quasi-real photons with CLAS12.
The draft is posted on the web:

The text still needs some polishing but all essential stuff is there.
