[clas_members] clas database update

Recent changes:

OPT-IN database should now be working
Shift database should now be working
clasuser should be able to write to the user_geometry database from %.jlab.org
clasuser should to able to read from clas12_banks and clas12_geometry from anywhere
gemc should be able to write to clas12_banks and clas12_geometry from %.jlab.org
