[clas_members] Changes to run_plan.html

Dear all,

The file "run_plan.html"  (http://clasweb.jlab.org/shift/current/run_plan.html) 
should have a predictable format,
such that my scripts can automatically parse it.

At some point I added a comment in the HTML source of this file asking to 
preserve its format. I also changed
my scripts 4 or 5 times to include various formats and/or mistakes introduced ...

... but can't keep up. If it's edited with some WYSIWYG editor, the results are 
unpredictable.

We could:

1) establish a standard for this file such that my scripts can automatically 
parse it
2) enter the RC and PDL directly in the database instead of this file, as they 
are displayed in the lhs of the shifts
page: http://www.jlab.org/Hall-B/shifts/

Any suggestions ?
