[clas_members] PAC38 results

Dear Colleagues,
The PAC38 results are in. See the attached table for the Hall B results.
My general comment: Overall we we did very well!
A) The GPD program with DVCS was fully approved with A rating for both
the proton and neutron target and received the full beam time. We also
heard that the LOI for the DVCS on transverse target was encouraged.
B) Single meson SIDIS:
B1) The 5 already approved single meson SIDIS experiments received 1 A,
3 A-, and 1 B+ rating with practically all requested beam time assigned
(there was a small confusion about beam time that we can easily resolve)
B2) As expected, the transverse target proposal received conditional
approval C2, with the main condition being that the HDIce target can be
used with sufficient electron current. They also want to see the
magnetic field incorporated in the tracking.
B3) The case for the RICH is also strengthened with several A- rated
proposals and large amounts of assigned beam time. However, it is also
clear that the PAC gave the pion proposals slightly higher priority
during early running. It is now important to make the technical case for
the RICH.
C) Di-hadron SIDIS: This proposal was deferred. The PAC wants to give
priority to the leading twist TMDs during the first 5 years of running.
We have to think when and how to resubmit this.
D) The vector meson proposal was deferred. There were several reasons
given: 1) The case for the rho, omega, and phi are very uneven. Phi is
very strong and should be re-submitted with a strong standalone
motivation. The rho and omega maybe a separate proposal with
significantly different motivation. They were missing sufficient
simulation support and discussion of background subtractions, and other
things.
E) The approved pi0/eta proposal got only 80 days (11 GeV) as the PAC
didn't see a convincing motivation for the lower energies. Perhaps that
part should come back together with a new DVCS proposal to motivate for
the lower energies.
D) The measurement of the proton electric radius was approved
conditionally with C2. Issues are the detailed target design and operation.
Thank you to the spokespersons for their hard work in preparing the
