[clas_members] don't use "reply all" aoption

Dear Colleagues,

  Please do not use the clascomment option "reply to all" which sends 
your comments to over 400 people, most of whom no longer are members of 
the CLAS collaboration. We are receiving questions/complaints why we are 
flooding mail boxes with this information.  I asked Dan Protopopescu to 
take this option out.
