[clas_members] reviews for PAC39 proposals

Dear CLAS Colleagues,

We are in need of a significant number of reviewers for the 8 proposals that are planning to be submitted to PAC39.  We need at least 16 reviewers (in teams of two) to read a proposal and provide feedback to the authors.
