[clas_members] CLAS Physics Database outage

The CLAS Physics Database, maintained at
SINP Moscow State University
(http://clasweb.jlab.org/physicsdb/intro.html)
is unavailable till December 11-th.
It is under recovery from the external break-in
into the computer server.
