[clas_members] CLAS Paper final author check

Dear Collaborators,

The paper "Data analysis techniques, differential cross sections, and 
spin density matrix elements  for the reaction \gamma p -> \phi 
p " by 
Biplab Dey et al. is now undergoing final author review. After seven 
days it will be submitted to Phys Rev C.
