[clas_members] PAC42 results

Dear all,

  The PAC42 results are in. In short, CLAS12 has another approved 
experiment with 56 days of beam time. Nothing was said about the 
parallel running experiments or letters-of-Intent. We will have to wait 
for the written report.

The full table with PAC results is attached. As you can see they were 
tough with ratings (9 approvals, 1 C2 appr.., 3 deferrals, 3B-ratings, 
2B+, 2A-, 2A).
