[clas_members] New CLAS PAC proposal

Dear CLAS collaborators,

The proposal "The EMC Effect in Spin Structure Functions" by Will Brooks 
and Sebastian Kuhn et al. has been approved by a working group review. 
This will be submitted as a new proposal to PAC42.

Please send any comments and requests to be on the author list to 
Sebastian (kuhn at jlab.org) by May 23 to allow final edits to be made 
before submission.
