[clas_members] CLAS12 shifts

Dear collaborators, 

The accelerator restoration takes longer than planned. At this moment we are not expecting to get beam to the Hall B before Monday. 
CLAS12 shifts are canceled until 08:00 Monday, December 4th 2017.
