[clas_members] new CLAS proposal

Dear CLAS members,

We are planning to submit a new proposal to the PAC to measure nuclear 
targets at a range of energies in order to help current and next 
generation neutrino experiments better understand their neutrino-nucleus 
interactions in order to significantly reduce their systematic 
uncertainties.  We already have two letters of support from neutrino 
collaborations and expect a few more.
