[clas_members] CLAS shifts interface currently unavailable

The Shifts interface is back, at least for the moment. It will continue 
to be monitored and it may be taken down again without notice. 
Fingers-crossed this will not be the case.

Apologies for any inconvenience this caused and thanks for you patience.
