[clas_members] shift cancelation

The accelerator is down and the beam is not expected until tomorrow's day shift. The superconducting magnets will be turned off.
The remainder of the swing shift today and Wednesday Owl shift is canceled. Wednesday Day shift reports to the counting house as scheduled.
