[clas_members] a CLAS-approved PAC proposal open for signatures

Dear Collaborator,
the PAC proposal 'Beam Charge Asymmetries for Deeply Virtual Compton
Scattering on the Proton at CLAS12', by E. Voutier et al., has been
reviewed and approved by a CLAS-collaboration review committee.
