[clas_members] another CLAS-approved PAC proposal open for signatures

Dear Collaborators,
the PAC proposal 'A Direct Measurement of Hard Two-Photon Exchange
with Electrons and Positrons at CLAS12', by A. Schmidt et al., has been
reviewed and approved by a CLAS-collaboration review committee.
