[clas_members] clasweb/hallbopi updates

Hello Everyone,

It was recently decided that clasweb must go behind an external proxy until it's upgraded again.

The current plan is for that to happen *tomorrow* morning at 9:00 with a brief ~minute outage of clasweb.

No noticable changes are expected (and we'll be testing after the change, of course);  please let me know if you find otherwise.

The same was done for hallbopi today.
