[clas_members] Start of RG-L run - more shift cancellations

Folks,

We have received word that the start of beam delivery for the 2025 RG-L/ALERT run will not take place in February. Although
there is still no official schedule, it seems that beam delivery will not begin until (at least) the first part of March.

So after consultation this morning with Patrick Achenbach, it has been decided to cancel all CLAS12 shifts through 8 a.m. on
Mar. 7. Note that there could be further delays announced to the start of the run so please be mindful of upcoming announcements
as you plan your travel to JLab for staffing of shifts.
