[Clas_offline] photon run trip file fix routine

Studies of the g13 trip files showed that I was losing ~20% of my  
physics events due to beam trips.  Studying the trip files showed that  
there were a lot of data files for which all of the events were lost  
despite having mostly stable beam.  I've investigated the problem  
(with lots of help from Eugene Pasyuk and Pawel Nadel-Turonski) and  
have developed a routine for fixing the trip files.  Details are here:
